The institution has qualified administrative and academic officers and staff with the experience, competence, and capacity to lead the institution.

North Carolina State University is in compliance with this standard.

Explanation
NC State University has a diverse and well-qualified corpus of administrative and academic officers and staff who direct the institution.  The university follows appropriate policies and regulations to ensure that it hires only the most qualified candidates for senior administrative positions.  Finally, the university conducts periodic reviews to ensure that its administrators perform effectively.     

A review of the qualifications and experience of the chancellor, provost, vice chancellors, and college deans was conducted and a short summary of each was compiled to demonstrate the breadth and depth of background of NC State University’s leadership.

In addition, current employment information and educational backgrounds for the senior administrative and academic officers (SAAO) was assembled.  According to the Board of Governors of the University of North Carolina (BOG), the SAAO include (1) vice chancellors, provosts, deans, and directors of major educational and public service activities (July 7, 1990); (2) associate and assistant vice chancellors and associate and assistant deans (October 12, 1990); and (3) “specific positions as may be designated by the President, subject to confirmation by the Board” (October 12, 1990). 

Senior administrative and academic officers are classified as Exempt employees and are subject to the following policies to ensure effective performance:

  • Policy 05.15.1: Employees Exempt from the State Personnel Act (EPA) Policy.  This policy indicates conditions under which candidates are appointed to Exempt positions, under which they can be separated from employment, and ancillary issues.
  • Policy 05.55.1: Search and Selection Procedures for Senior Academic and Administrative Officers (Tier I).  This policy provides guidelines for how the university goes about conducting searches for SAAO; two important points are that the search is conducted thoroughly and that it follows affirmative action guidelines. 
  • Regulation 05.50.1: Reviews of the Provost and Executive Vice Chancellor and the Programs and Leadership of the Office of the Provost.  This regulation provides guidelines for evaluations of SAAO.
  • Regulation 05.50.2: Reviews of Academic Administrators: Periodic Review and Evaluation of College Leadership and Programs.  This regulation indicates how the college faculty participates in evaluations of leaders and programs, as well as how the evaluations are conducted.
