Comprehensive Standards: Institutional Mission, Governance, and Effectiveness 3.2.6 (roles of governing board and faculty)
There is a clear and appropriate distinction, in writing and practice, between the policy-making functions of the governing board and the responsibility of the administration and faculty to administer and implement policy.

North Carolina State University is in compliance with this standard.

Explanation
University rules clarify the respective roles of the university’s governing boards on the one hand and the administration and faculty on the other.  There is a clear and appropriate distinction between the governing boards (e.g., of Governors and of Trustees), which make policy, and the university’s administration and faculty, which carry it out.  The following rules and policies demonstrate this distinction. 

In POL01.05.1, The Bylaws of the Board of Trustees, the Board of Trustees (BOT) is limited to policy-making and advisory roles.  For instance, bylaws section 3.1 defines the functions of the BOT as promoting the sound developing of the university, helping it serve the people of the state, and enhancing the university’s performance.

The same section empowers the BOT to advise the Board of Governors of the University of North Carolina on specific NC State University issues and to advise the chancellor on issues of management and development.  However, the chancellor—not the BOT—communicates with university offices, agencies and organizations, as well as other members of the university community on issues of management and development.  

The authority of the chancellor in serving as the university’s chief executive officer is found in POL 01.20.1.

A practical delineation between the BOT and university administration and faculty is found in bylaws section 1.1.5, which forbids state employees or elected officials from serving on the BOT.  Since all university faculty and administrators are employed by the state of North Carolina, they—as well as their spouses—are automatically excluded from participating on the university’s governing boards.
