Explanation Under NC General Statute 116-11(4), the BOT organizes a search committee comprised of campus constituencies, prepares a list of no fewer than two candidates for chancellor, and presents the list to the president of the university system. After the president nominates a candidate, the BOG elects the chancellor. BOG policy also guides assessment of the chancellor, requiring three cycles of regular evaluations. The policy governing this process is Section 200.4 of the Policy Manual of the University of North Carolina: "Assessment Process for the Chief Executives and Governing Boards of the University of North Carolina.” Each year, the chancellor prepares an annual report for the president assessing goals and accomplishments. The president reviews the chancellor's performance and files a report—along with the chancellor's annual report—in the chancellor's personnel file. In the second spring after initial appointment and every four years thereafter, the BOT reviews the chancellor. The BOT chair appoints an assessment committee from members of the board. The assessment committee administers a questionnaire to BOT members, and the results are shared with the BOT chair and chancellor in a meeting with the president. In the fourth spring after initial appointment and every four years thereafter, the president and BOT chair conduct a comprehensive review of the chancellor that includes input from major campus constituencies such as faculty, students, and staff. The BOT chair appoints an assessment committee, and the BOG may appoint two BOG members to that committee. The assessment committee may employ a consultant to collect information and to prepare a written report. The final report is presented to the full BOG and filed, along with any written response from the president and chancellor, in the chancellor's personnel file. References
